How is India a sexually repressed culture and also one of flashy/sexual dances, art, music, clothes, etc?

Please help me understand this -- it's a serious question -- I'm fascinated by India, but have never grasped the concept of how India -- a supposedly sexually repressed culture -- is also very outwardly expressive in art, dance, music, and clothing? For example, the major religion of India forbids sex before marriage, but yet India is full of sexually expressive art work, and the traditional dances are very provocative in nature (hips, midriff-showing clothing, etc) and even Bollywood is very sensual in nature (without actually being sexual; e.g., no kissing) -- I'm fascinated by this concept, but I cannot quite explain it very well, so I hope someone understands.

In Bollywood, sex scenes are very common but Hinduism forbids sex before marriage. But, there are many Indians who have sex before marriage. The dance moves you see in Bollywood are obscene too.
